I'd honestly prefer if he was just unknown in his stats, given that
1. He Blitzes every single monster, including garou, while also holding back
2. He one shots every single monster, minus garou (but only because he wasn't a monster)
3. He is implied to be way higher than 7-C, considering that he is stated to turn the most dangerous city in the verse into the safest one
4. We've never even seen him be hit before
he's completely unquantifiable really, we don't even know how smart he is.

And those are the reasons for his 'atleast' and 'likely higher' rating, you might argue for a 'likely far higher' rating but the prior is more safe to go with but an unknown rating doesn't make sense here.

I don't see any reason why he should have Unknown stats when he already has an absolute bare minimum tier of 7-C via scaling to Garou

because everybody knows that there is an absolute 0% chance of him really being 7-C given that everything he's done is 100% casual stomps and blitzes 24/7
