Now for context, literally None of the Libra Saints, or indeed, Gold Saints in general want to use the Athena Exclamation, as it’s highly dishonorable to use it on a single opponent, which is what was happening. It’s always the absolute last option, as it’s usually considered a very dishonorable technique. Even though the Libra Saints participating in the Athena Exclamation have all their weapons, they’d still rather use the AE. So I’d suppose the Athena Exclamation would be 6 times Stronger then the Libra Weapons, as 3 Gold Saints can wield 6 of them in total, and they still would rather use the Athena Exclamation(Which Again, is only used if all other options are futile).

The problem is that the example you use comes from the anime continuity and something different was seen in the manga continuity, for example in Saintia Sho, the Gold Saints (Aiolia, Mu, Shaka, Aldebaran and Milo) preferred to attack with the Libra Weapons to destroy the comet Neo Repulse with the power of three gods. Also in the Wailing Wall we could see that the Gold Saints (Mu, Shaka, Dohko, Aiolia and Milo) preferred to concentrate all their cosmos in the Libra Weapons, instead of using the Athena Exclamation combined with the power of the sunlight. The Gold Saints only use only one weapon on most occasions, because they concentrate all their cosmos on that weapon.
The Athena Exclamation is only the power of three Gold Saints at the maximum at a single point.
The Libra Weapons in the hands of a Gold Saint, is the maximum power of a Gold Saint focused on the weapon, plus the power that this weapon possesses, plus the power that the Cloth gives to its user (because the weapons are made of the same material as the Cloths).
The Athena Exclamation is stronger than one Gold Saint using one of the Libra Weapons, but probably no stronger than three Gold Saints attacking with three Libra Weapons at full power.
