Minor question regarding the 9-B rating for most of the Fallout profiles.

Well, going back to this thread:

I honestly think that the 8-C ratings are replaced with 9-A ratings. The player, in Fallout 3, New Vegas, and 4, are capable of killing deathclaws (Large ones, notably) with standard equipment, entities such as sentry bots, ghouls, and the other characters (Posted above) can survive such, so some variants should be (at least) 9-B (Can contend with the Sole survivor/Lone Wanderer/ The courier at base), up to 9-A (Capable of taking hits from weapons capable of damaging large deathclaws). The courier COULD have a possible 8-C rating in its profile due to being able to fight against a gigantic, metal scorpion that is several times larger than entities such as super mutant behemoths and deathclaws.

The Courier/Lone Wanderer/Sole Survivor could also be 9-B at base due to being able to endure hits from brahmi - mutated cows that should be comparable to their pre-war cousins .

It should also be noted that the Lone Wanderer/Sole Survivor/Courier are capable of harming metal robots (Such as protectrons) with their bare hands, or basic melee weaponry, alongside being able to strike off their arms very casually, though, I am not sure what tier this should qualify for.

My idea is, any entity that are comapable to deathclaws/characters with gear that can take out deathclaws should be 9-A, and any character that is currently 8-C scaling from the Lone Wanderer, The Courier (Fallout: New Vegas), and the Sole Survivor should be simply 9-A for being comparable to such characters in the first place.

Here are my ideas for character tierings:

Super mutants : Minimum should be at 9-B due to being able to kill the Courier/Lone Wanderer/Sole Survivor in close quarters combat | 9-A for the mid/high-tier mutants | 8-B for the behemoth sounds as fine as it is.

Ghouls: 9-B, up to 9-A for non-feral variants (Can contend with the Courier/Lone Wanderer/Sole survivor in melee combat, can use equipment that can kill deathclaws) | 9-B with feral variants (Comparable to their non-feral variants) | 9-B, Likely 9-A for glowing ones (Stronger than normal feral ghouls, can survive weapons that can kill deathclaws), IIRC, some are capable of releasing AoE blasts of radiation that ignore durability in Fallout 4 | In Fallout 3, there are variants of feral ghouls comparable to super mutant behemoths , also capable of killing the Lone Wanderer (with their best gear) very casually without having to use radiation hax or anything, there should be an additional key with an 8-B rating due to such reason alone.

Deathclaws : 9-B at least due to being able to casually kill brahmin | 9-A atmost due to size. So basically, the same as before.

Mirelurks : Probably 10-C for baby mirelurks (Around the size of house cats, can be casually crushed by the Sole Survivor)| 9-B for early game man-sized variants scaling from brahmin and the Courier/Lone Wanderer/Sole Survivor, and 9-A for stronger man-sized variants due to being able to easily survive (And even reflect projectiles from) certain weapons that can kill large deathclaws | 9-A, possibly 8-B for queen mirelurks, as they can survive weapons that can easily kill large deathclaws, and possible even weapons such as experimental MIRVS.

Yao Guai : 9-B at the least due to being able to easiy kill brahmin, up to 9-A for being able to survive weapons that can kill large deathclaws.

Swampfolk : 9-B due to being comparable to creatures such as brahmin, though, they should have a 9-A rating due to being comparable to the Lone Wanderer with high-end standard equipment.

Ghost People: 9-B, as they are comparable to the Courier in hand-to-hand combat and superior to creatures such as brahmin, likely 9-A with bombs. Their ability to only die if one of their limbs is cut off or destroy makes them difficult to kill.

Liberty Prime: Fine as it is.

Sentry Bots: 9-A due to being able to survive weapons that can kill deathclaws at the very least.

Synths : 9-B at the very least, possibly up to 9-A with certain weaponry.

Roboscorpions: 9-A at the very least due to being able to endure weapons that can kill deathclaws | The giant roboscorpion should be 8-C, and could possibly scale to the courier (Probably around the standard equipment tier, as the Courier can fight them at that time).

Legate Lanius: 9-A due to being able to fight against the courier with their best weapons (Not MIRVs), possibly 8-C if we take the Courier's feat of fighting against the giant roboscorpion.

Ulysses: 9-A, possibly 8-C due to the reasons that Legate Lanius has.

Enclave Soldiers: 9-B at the least, up to 9-A scaling from the Lone Wanderer | 9-A due to being able to physically contend with deathclaws.

Brotherhood of Steel Soldier : Should be comparable to Enclave soldiers, so they should bear the same tierings.

Father Elijah: 9-A due to being able to fight against the courier with equipment that can kill deathclaws (Notably, the gauss rifle, which he also uses).

Aliens: They should be unknown without weapons, due to not being able to fight without them, probably 9-B with shock batons and alien blaster pistols, up to 9-A with other alien weaponry (Due to these weapons being able to harm deathclaws). Their durability is undecided for me, probably unknown or something below 9-B due to bearing low amounts of health.

Dogmeat: Fine as it is.
 
Turning people into ash or vaporizing them is Room level (9-A).

Also, surviving heavy weaponry may be due to game mechanics.It would be extremely dull if you could one-shot all enemies without a problem.

Take Skyrim for example, most creatures/NPCs take very little damage from Unrelenting force even though Lore-wise the Thu'um is Island level.

The weapons that could take out deathclaws I were referring to were things such as explosives and such. Though, several other weapons (Such as gauss rifles, shotguns, etc) can do so, too. It would be fairly logical that sentry bots, certain mirelurks, yao guai, and other various creatures would be comparable to deathclaws at the most.

Also, since the Giant roboscorpion's size is comparable to that of liberty prime, it could possibly be either 8-C or High 8-C, which can scale to the Courier due to him/her being able to contend with it.
