I'm not sure if were consider "chances of automatic misses" probability manipulation. Probability manipulation is basically the ability to turn 1% chances into 100% chances or 99% chances into 0% chances. But it would be a Luck enhancement of some sort.

I mean, Steve from Minecraft has minor Probability Manip via being able to enhance the chance of certain stuff appearing, so this isn´t an stretch.

That sounds more like Supernatural Luck than it does probability manipulation though. The difference is one's passive while the other is active.
