When determining something like this, I usually try to see if there is a statement regarding everyone can do the same thing or close to that. Now there are verses where everyone has the same energy system but some abilities are different, the best why to do this would be having a description that outright states, implies or showcases various users doing the same thing (No, I'm not saying grab like 20+ scans). Usually the verse would have characters be surprised if someone did something that others couldn't despite them having the same stuff. I think the blog adding the lines like skilled users can do this, as well as the low tiers, mid tier and so on can do works well in that regard. I'm not knowledgeable on the series so it's not like I can provide examples of counter points so I'd rather leave that to the knowledgeable users.

I'm overall fine with the blogs addition, and in the future if the new profiles this thing would apply to are showing contradiction in like being surprised at a specific ability that they themselves should have, it can be easily discussed and removed.
