So on Cosmo's page, its noted that for her to use Halloween on someone, its implied they have to repeat it back.

It is heavily implied that the target needs to copy Cosmo saying “Halloween” after she says it, and possibly for there to be some kind of direct focus, in order to work.

This is not implied at all. The attack on Santa's mind doesn't start when she repeats halloween, rather when Cosmo actually fires off the ability. People repeating it after Cosmo says it to them is due to her seeping into their minds as well as confusion. Here as well, the ability seems to take affect as soon as Cosmo says it, rather than when they repeat it (notice the sweating)

It seems like the people in charge of the CSM wiki could use some help. While reading through some of the character abilities sections, I noticed a lot of flaws, such as the Darkness Devil being listed as having regeneration negation, among others.

Just genuine misinterpretation of the Mangas content.

Happens to a lot of wikis that are supposed to be specialized on some series. The DMC wiki is full of stuff like that too but it ain't our problem.
