I think it should, becouse the different flow of time from the dimension is only a byproduct/sideffect of the technique, is not a power/ability that Chaos directly uses, as he hasn't shown using directly a time manipulation ability, such as slowing down time, rewinding it, acceletating it, Stopping it, etc...
