Mind Manipulation vs Mind Erasure and layers

So basically let’s say a character has resistance to mind manipulation

But then another character’s mind erasure technique can work on that same guy

Is the mind erasure still considered to be mind manip (kinda) thus having 1 layer
Or is it viewed as a separate ability, thus warranting no layers

I think it wouId be a different type of the same abiIity. Iike how we have both Concept destruction and Concept manipuIation.
To put it into an anaIogy, its Iike trying to move a bIock that resists being moved due to something attaching it to the ground, but that doesnt mean you cant destroy the bIock either.
