I think midoriya for range advangate via shockwaves...

Ruby has the range advantage though, hundreds of meters vs tens of meters

Her Semblance also really helps and meanwhile Deku will keep hurting himself on the long run

ruby uses her seblance to get in melee range as she does in character, making shockwaves useless cuz logia until she gets there (she might not use it as a defense, but she uses it on offense)
Then she proceeds to whack him away, giving him some nasty cuts while doing so. She probably keeps doing this until she wins, if she does get hit her aura should help a lot

Izuku isn't winning this.
Ruby got the speed advantage with her Semblance, range advantage, and has more experience then him. Izuku having no weapon doesn't really help either since slicing>punching.
Not only that but he has to get through her Aura before doing any real damage (Excluding 100 Percent) so he'll start slowing down from cuts and gun shot wounds.
Izuku's only chance at winning is hitting Ruby with a 100 Percent Smash but he isn't going to hit her with such a obvious move.
My vote is on Ruby.
