Mid regen wither ?

The whole point of "Regenerating from decapitation" is regenerating from your brain being destroyed. In this case, anyone in MC who have Regenerationn can regenerate from several arrows into their skulls. This is not only fatal (Low-Mid) but destroys the brain as well.

the wither is a mutated wither skeleton, so he probably doesn't even have a brain, also unlike steve, arrows don't pierce minecraft enemies

It can still regen from having most of its head destroyed.

That's just game mechanics (Not wanting to render the arrows in every enemy's bodies)

You mean several almost 1 meters wide arrows all inside one's head? Definitively able to destroy a head.

only the head of the arrow pierce, the rest doesn't. also the whole "because a arrow pierced character A it means it can also pierce character B" logic seems a bit iffy to me

Yet they still die from it. Your logic doesn't hold. You're making up resistances to explain something that's merely gameplay mechanic.
