Matt has tanked being lit on fire before multiple times, whereas Michael shorty collapsed after so (though it’s probably due to the explosion that happened), and Matt possibly reaches higher in his Dura due to surviving an explosion. Matt also an AP value of 2.39x, so his attacks will have more effect on Michael, and he would just outskill Michael via police experience. Michael possibly has better lifting strength, and himself is already very stealthy, but I think Cordell could just counter an attack from him and outskill.

Yeah I forgot to mention that. His stealth is useful here, since he could also attempt to sneak up on Matt. If Matt gets a few hits in, Michael will prob just regenerate in a few secs. But if Matt can get a good hard hit on, he can secure the win.
