I'm gonna go with Mewtwo, and not easily at all. While Mewtwo is far smarter and likely has better mind hax than Ragyo (so we can assume that he could affect Ryuko albeit barely), Ryuko has the AP advantage (I think) and the very intimidating regen/RE. If Mewtwo gets off a Power Swap/Guard Swap, it'll be terrifying for her. Also, with Mewtwo's telepathy, he could figure out her regen secret, and with his new move Laser Focus introduced in Gen VII, he can guarantee a critical hit to do the double severing (Especially if he can predict and Me First a Decapitation Mode attack). Along with things like Power Nullification and Petrification.
 
How strong is his mind reading? And how does it work? Can he even do a double severing?

Also to clear things up, I'm not voting for anyone right now, just throwing ideas around.
 
Well, Mewtwo is a Legendary Psychic-type Pokemon, genetically engineered to be superior to Mew, an already existing Psychic-type Pokemon. That may not be justification enough, however.... It's mind reading is definitely a Psychic ability, I can say that much for "how does it work".

Mewtwo's telepathy allowed it to, just after birth, telepathically communicate with its fellow Pokemon clones. It was also able to telepathically communicate with humans & Pokemon, mind controlled a Nurse Joy for a considerable period of time, spoke through her, &, once Mewtwo had no more use for her, wiped her mind.

If my memory serves, Mewtwo was also able to disable the use of their moves amongst all of his Pokemon clones, & their originals, to force them to fight physically & to exhaustion.

Mewtwo was also able to wipe the memory of everyone involved at the end of the 1st movie, all at once, doing so while using psychic power to fly away, & also using Psychic power to bring his fellow Pokemon clones with him.

Later, Mewtwo wipes the memory of Team Rocket's entire strike force, also all at once.

If it can know people's thoughts as they think them, then it's probably reading their mind to do so, but I'm not sure how much resistance it can break through. Mind Control or Wiping may indicate more ability to do so, but I'm unsure.


Me First may qualify as some sort of Mind Reading, & has had descriptions such as:

The user tries to cut ahead of the foe to steal and use the foe's intended move with greater power.
And:

SM The user cuts ahead of the target to copy and use the target's intended move with greater power. This move fails if it isn't used first.
could possibly be a means of using Decapitation Mode attack.

(If you're wondering, failing because it goes first is referring to the game mechanic of Me First failing if the target has already used a move that round, so there isn't anything to copy. This happens because MF doesn't have heightened priority like, say, Quick Attack, & generally requires the user have higher speed or such. But that may be irrelevant game mechanics, especially in a Speed Equalized match.)


VSBattles Wiki also uses a composite Mewtwo. Mewtwo in the Pokemon Adventures manga also proficiently uses a giant spoon made of Psychic energy, which, among other things, it has used to slice through a buildings . Such a weapon is claimed to be a Psychic's ultimate weapo . Given the existence of the Twistedspoon held item in Pokemon which increases the power of Psychic moves & Kadabra & Alakazam having their own spoons to hold for more power, & Mega Alazam getting even more spoons, I wouldn't doubt that claim TOO much....


In any case, that spoon is certainly a way it could cut through her after Laser Focus. For a second cutter, if Mewtwo can't just get a 2nd spoon, it COULD use Psycho Cut .

If in this case, Critical hits translate to being more able to do the double severing, Psycho Cut could prove particulary effective. ESPECIALLY so if Mewtwo also uses Laser Focus, I imagine.

It's also possible Mewtwo has some form of pre-cognition, as indicated by it learning Future Sight by level-up at the very least, even if it may not have Mind Reading.

Also, since Cal mentioned Ryuko has Regenerationn (Mid-High), it may also be worth mentioning Mewtwo has Regenerationn of its own, albeit Mid-Low. In particular, it has Recover & to quote Mewtwo's page:

Life Force: One of a series of Abilities that appeared in Pokemon Conquest. It allows Mewtwo to passively recover health between attacks.
 
I know Mewtwo can wipe memories from people and such, but those people have no mental resistance so I'm not sure what to make of that.

I don't think Me First classifies as Mind Reading. To my knowledge many Pokemon can do that move and not all of them can read minds. And what can he Me First? Ryuko uses scissors, he can't copy attacks that use scissors since he doesn't have any.

That's NLF. Critical hits are just hits that deal double damage and to say it can do the double severing is illogical. Not to mention that critical hits are game mechanics and events that happen at random. Him boosting the chances for them to land, doesn't make them land automatically.
 
Fair point about the mind-wiped masses lack of mental resistance. I brought it up mostly because a great number of minds are wiped, all at once. At least in the first movie, including the minds of several Pokemon -although they themselves may also lack mental resistance- & doing so while also using Psychic power to carry other Pokemon & fly away.

Nonetheless, I am uncertain about it being justification enough just for the sheer number of those subjected to it all at once, even with another psychic task being performed simeultaneously.


As for Psycho Cut.... I said being more able to do the double severing, not guaranteed. It would be NLF to assume it did a Critical Hit every time, or that a CH would automatically hit a Banshi, especially given their concealment.

However if Mewtwo did come to know about the Banshi, I'd assume Laser Focus would enable Mewtwo to be more effective at hitting it, being that it's described as intense concentration.

Mechanically, the purpose of the move is to ensure a Critical Hit, though, yes, & mechanics may have somewhat less value in a VSBattles, I think at least the intense concentration part is some point here.

As for the point about Critical Hits being only random events that deal double damage, I disagree.

The original name of a Critical Hit translates to "pressure point" & the original message displayed when it occurs translates to "Hit a pressure point!" so I'd assume that if a move is stated to be more likely to land a Critical Hit, it is more likely to hit such a weak point.


And as RadicalMrR mentioned, Mewtwo has a spoon & a slicing attack.

The spoon is one Mewtwo created & made of psychic energy. Mewtwo has used it to great effect, including in slicing things, as I mentioned.

The slicing attack is presumably Psycho Cut, which is stated to be blades formed by psychic power.

If Mewtwo can make those with psychic power, I'm almost certain it could make scissor-like blades, or improvise with those, to effectively imitate Ryuko's scissors, possibly without Me First.
 
....Having checked, apparently it doesn't. And given that OP specified High 6-A forms, this almost certainly is Kisaragi Ryüko.

Well now, I feel silly. Given Ryüko's very powerful Regenerationn, I suppose it might be worth asking how Mewtwo COULD kill her now.

Possibly Disabling her Regenerationn or something silly like that? Somehow employing its Petrification abilities? Teleporting her & itself out into space & telekinetically sending her to the sun? Does it have the psychic power to send her that far?

An earlier mentioned tactic might be to use Power Swap or Guard Swap to switch its higher or lower AP or Dura with Ryüko's for an advantage, & if it can hold her in place psychically, it could maybe gain an edge through that.

Maybe Disabling something to win? I dunno.

Another option is, given that Ryüko, according to her page: "Gains significant boosts to her Attack Potency and Durability the closer she is to dying", exchanging that with its own AP via Power Swap, or maybe copying it with Psych Up?


One alternate possibility might be attempting a victory through attrition, if it can beat her through sheer damage/exhaustion alone. With Barrier, it can amp its physical defenses, & via Amnesia, its defenses against other kinds of attacks, which might be able to be useful.

It could also heal with Recover, & if it's base Mewtwo, it has Pressure to double her stamina useage.

In a long battle, psychically restraining her & keeping her back could help it avoid damage, & it would be able to use homing attacks with Swift & Aura Sphere.


Honestly, can Mewtwo, in THEORY, kill Ryüko, given her very powerful Regenerationn?
 
Oh well, I dunno. Cal mentioned something about Petrification and Power Nullification. Not sure how the latter works, but the former can bypass Regenerationn.
