I think that statement was based on the fact that Metal Knight's full robotic arsenal is entirely unknown.

However he is consistently treated as one of the strongest heroes, so I think a 'possibly Higher' may be fair

Something also worth nothing is Psykos, Child Emperor and Bofoy himself all consider his power to be above Tatsumaki's. This is questionable though since no one besides Bofoy himself would actually know his full arsenal, and he could just be arrogant. But this all does seem to imply him being hinted at being much stronger than his current showings suggest.

Also Bofoy has Boros's ship, yet we don't know how well it works or what he's done with it.
