So, Metal can move away and keep distance, is an option for him, without simply blitzing Mecha
 
Mecha has FTL+ Reactions and Combat Speed so they should be able to keep pace with metal.
In reaction and combat speed, ye. But Metal can gain or close the distance between them if needed, making Mecha have no control over their spacial positioning.
 
Well, with that much spacial control over Mecha + small size, it’s unlikely Mecha would be able to touch Metal enough before Metal finishes off Mecha.

I’m voting for Metal, tho, I left it open for more discussion.

Hmm, speed equal operates off of combat speed and differences there, so Mechagodzilla's movement speed is still substantially lower than Metal's, as pointed out prior by Elixir
 
Ok on the side of mecha, if he does get a good hit with his Mega-Buster Ray metal is probably getting melted
