Looking at the profile, it seems only the main weapons.

Then Ryu utterly stomps no challenge.

He can teleport, become invinsible for a short while, and then just overwhelm Megaman with his far superior martial arts skills and cqc combat as Megaman relies on long range.

Also, aparently megaman has like, a soul in some incarnations, and Ryu can kill that.

Well, this incarnation doesn´t seem to have a soul.

The AP advantage of him should also balance things out, and he has flight, something that likely can make Ryu struggle hitting him.

Doesn't Mega Man one shot Ryu? Baseline 4-B is 22 Foe and Ryu scales to Asura, who scales from Deus' calc (0.1-0.9 Foe)
