With Mega Man's level of hax, I'm not sure how Kyogre could beat him. Kyogre has a OHK move, but it has a fairly low accuracy. Not only that, but with Mega Man's large variety of weapons, he would likely find Kyogre's weakness. Along with hax like stopping time, I believe Mega Man could win.
