Only Kaguya's TSB needs time to charge. Everyone else's is instant.

Low 5-B. Kaguya is 5-B with an attack that takes a long time to charge. Considering Megaman's hax he likely solos them all.

Agreed, tho with speed equalized and all at once this will be a hard fight for Rock, I'll give it to him 8-9/10 with speed equalized for the all at once, and 10/10 for gauntlet.

Well, he obliterates literally anyone who isn't a god-tier in a Naruto verse with one hit. With speed equalized he doesn't quite blitz, but any difficulty in drawing a bead on his targets will quickly be closed with a simple time stop. Alternatively, he can just nuke them all due to his vastly superior range.

Mega Man would absolutely and without question take R1. he's Small Planet+, everyone else is just small planet. He stomps
Round 2 is pretty easy too. Literally everyone except the top 3 Ootsutsukis and Madara get one-shotted without trying, and those 4 only barely tank a few hits due to their dura, though regen makes things tougher.
I vote Mega Man due to better AP, dura and hax. Their ONLY chance would be pulling a Kid Buu tactic and holding them off while Kaguya charges the ETSB but even then Mega is smart enough to figure out what's going on and ignore the other fodders since they can't do shit to him lol
