From what i have heard, All fiction is something akin to subjective reality manipulating [and other stuff]. But how will All fiction deal with Plot manipulation or 4th wall breaking?

Don't think Arale has a way past Medaka's supernatural luck. She can bypass a one in one trillion chance one hundred million times in a row. Her luck borders on plot manipulation and it is highly likely any of Arale's wincons just won't happen.

Her luck is good, but How will it even help her when arale decides to just script the plot? Or when arale just leaves the plot, which Medeka won't be able to reach her?

Is Arale's Plot Manipulation passive? Following Ovens' logic, due to Medaka's supernatural luck, she simply won't do anything that will give her the win.

That sounds NFL-ish. Arale has multiple counters for her luck.
1- Plot stops/Ends. She just ends or stops the plot from progressing.
2- Plot Skip or plot Erase. Arale can just skip over her Luck or erase it [alongside Her].
3- Plot Destruction and BFR. Arale just destroys the plot which...will destroy the plot, duh. And also cause everyone to fall off the plot. Or just warp Her away to outside the plot.
4- Plot script which...she can literally script whatever is going to happen or happened. She can do this while being outside the plot.
5- Copies Supernatural luck via either power mimicry, subjective reality manipulating or plot manipulation

Plot Manipulation would only be useful here if it's passive. It's the same concept with any power.
Sure if someone blows up the planet then it's very unlikely that any amount of luck will save you from dying. However, there is a big chance that your luck will simply make sure that person doesn't blow up the planet.
From what I can tell Supernatural Luck would just make sure Arale never decides to use Plot Manipulation to win.

Even without Plot Manipulation (not saying she cant use it) Arale can still passively social Influence Medaka into being her friend and with Medaka's Jesus Sermons on not fighting and pleading peace, she's gonna be affected in no time flat

NLF, Arale has no feats of surpassing Supernatural Luck to Medaka's level and there is no reason to assume that one ability is inherently superior to another without talents, it's case by case.
