Bucky very clearly states that the other Winter Soldiers can take down a whole country. Even lowballing his statement to being about a Small Country (1 Teraton or a trillion tons) and it being about all five of them together, that'd put each of them at Large Island level (two hundred billion tons each). Bucky also manages to, though ultimately losing to the presumably strongest one, somewhat hold his own with and even knock away some of them, so he scales to them. Surely this would warrant him and everyone else who scales to him being upgraded to this level, yes?

Yes, they must be upgraded.

To add more, every character that worths a damn is able damage Tony's suit, so everyone should be upgraded to 8A+, with Rogers being Low 7C for being the god tier (While Thor and Hulk are not around) via superior martial arts.
