We're still discussing what tier the Rings' regular blasts are, since not every attack is Low 7-C, which is the max output

1: Have you asked any CGMs to take a look at that?
2: Do you really need a lower tier? Couldn’t it just be like “up to Low 7-C with the Ten Rings”?

Low 7-C seems pretty universally agreed upon, and now you have a lower tier for the rings, so yeah, applying the upgrades is probably fine.
