Without amping, Ultron's punches are not low 2-C.

You mean with the infinity stones he has attached to him at all times? The ones he used to attack the Watcher with. The Watcher survives such attacks. He then harms Ultron who should logically scale to Low 2-C dura or else he'd literally die with each of his attacks.

Ultron needed to amp himself to affect timelines to the point they would turn into goop after punching thru them as shown when he escalated from punches at the start of the battle to a 3-B feat.

Also stones are not powering him constantly at all times since he has had stones removed from him and they canonically glow when active.

Well, i already stated why i do not think unamped ultron shouldn't be low 2-C since again, he escalated into using a 3-B feat when his punches were already apparently low 2-C and how he never has had all stones active at all times.

Him losing the soul stone was a big deal because it powered the infinity stone breaker thingy, also it was one stone lost, he still had 5 more, including the power stone.

At best this is a inconsistence because other scenes made it clear they power him up

The feat's aoe was 3-B but for all we know it very likely had low 2-C potency.
