Maxwell can summon every single thing from here. Anyway this includes Cosmic Armour Superman, and since the verse scales to New 52 or Post-flashpoint, ez 1-A here bois no need to question this. Also whenever he open notebook time is stopped so time stop. Also he can manipulate all of these so macro-quantum matter manipulation. Also he can give himself omnipotent so he is also tier 0. Case closed, haters gonna hate, no real rebuttals here.

Edit 1: List of all the adjectives so he is also cooler and deserves Tier 0 for a second time.
