I know very little about the Savers series of Digimon, so I apologize if I make any mistakes.
So, very recently the Digimon Reference book entry for "Algomon" was translated. The entry claims that he can distort entire universes with his attacks.
A gigantic Ultimate Digimon that evolved from the Perfect Algomon, and also amplified its close-combat abilities. Its Special Moves are countless beams fired from its mouth (Terabyte Disaster), and destructive beams that are enough to completely distort even dimensions, fired from the eyes on its limbs (Distortion Line). Also, its "Brute Force", which mows down the enemy with its massive body, is exceptional in destructive power too.
...which seems like a pretty clear Universe feat. This is important because Masaru was able to damage this guy in a punch.

In another case, Masaru injures Belphemon in a punch.

While this incarnation of Belphemon doesn't have stats, he is used as the justification for ShineGreymons universe feats. Taken from hi profile.
Attack Potency: Universe level (Destroyed Belphemon Rage Mode, who is strong enough to power to tear rifts between both the Human and Digital World)
The dub also seems to imply that Belphemon is a universal threat, with Masaru (in the dub he's named Marcus) saying he's gonna destroy both worlds.

I can't find a subbed version of the original scene so I dunno if its the same in that version as well.
Even if Belphemon's universal claims aren't to be accepted, I still think it would be Universe level scaling off of Bust Mode who scales off of Algomon as previously mentioned.
Finally, Masaru has the infamous feat where he punches out and even shatters Yggdrasil, albeit in a weaker form.
So, after that, I believe Masaru should scaled up to 3-A, maybe something like "At least 5-B, possibly 3-A" or "At least 5-B, 3-A at his peak", something along those lines.
