In this Revision, we're going to attempt to Upgrade Martial Peak to Low 1-A based on the Universe Furnace's & Myriad Grand Dao superiority over the concepts of Time and Space.

The Myriad Grand Dao & Universe Furnace

Daos are the law, the way of things, eternity itself, and the source of everything in the World. Daos are the source of things, as shown that the Dao of Space and Time are the source of Space and Time. The Myraid Grand Daos are forged in a process starting from Primordial Chaos. Primordial Chaos splits into Yin and Yang, which then divides into the Five Elements, which in turn rises into the Myraid Grand Daos in existence. This process takes place in the Universe Furnace which exists in Chaos residing Beyond the Multiverse. The Universe Furnace is a place beyond the Heaven's Influence. The Universe Furnace displays superiority over the very sources of Space and Time by making them appear as grains of sand from it's pressure.

Daos themselves are independent from what they govern. This can be seen in Universes, as each Universe has different Laws of Time and Space, and the destruction of these Universes doesn't destroy the Myriad Grand Daos, but the World Principles of that Universe. When the Universes were destroyed, Yang Kai repaired them using the Myraid Grand Daos. As shown in the first scan, Daos are the law, the way of things, eternity itself, and the source of everything in the World. These laws are represented by Principles, and the Principles are what governs each reality. Cultivators at the Dao Seal Realm and below are manipulating the Principles, until they breakthrough to the Open Heaven Realm which is described as "Transcending the World," and forming a Universe within their own bodies. At the Open Heaven Realm, Cultivators start to manipulate their respective Dao. With this it can be said that the Principles are just a subset of the Myriad Grand Dao, and are not bound by what they govern, proving their independence.

Who Scales?
Option 1

• Only the Universe Furnace displays superiority over the concepts of Time and Space. As such, only Yang Kai at the World Creation Realm will scale.

Option 2

• The Myriad Grand Dao is accepted as being the very definition of space/time, which, not being constrained to particular spatiotemporal things ipso facto includes spacetime structures of arbitrary size, since they'd all fall under the general definition of space/time. As such, all Open Heaven Cultivators will scale.

It would be 5D on its own, however its different when paired up with all the evidence. Daos are independent higher concepts, and their nature as source of the particularized things bears their nature at Low 1-A. It would meet the requirements of being 1-A Concepts if they were unable to be reduced, but they can. At least from Ultima's and Spaceman's perspective.

I agree, especially regarding Yang Kai in the realm of Creation. He must transcend the laws to move forward because the Forbidden Realm is essentially a prison for those who violate the laws of the universe. This means he is unaffected by the concepts of time and space, nor does he experience any impacts on himself. Moreover, he controls the boundless River of Time, which makes him deserving of BDE Type 2.

Both seem like universal sets of structures that govern all fundamental aspects of existence, reality and space-time. Adding that The Myriad Grand Dao is the entire concept/definition of space-time itself, I'd be on board with both options.

Should Mo not scale in a somewhat limited manner, given that he has feats of applying creation force on paper and legitimately showing to negate any Grand Dao? Even if his creation realm was fake and he could not upkeep it, given that his power was sealed, the sheer ability to do it in the first place could be food for thought in regards to scaling.

He will scale. Open Heaven Cultivators and their equivalents will scale.

While irrelevant for EOS YK scaling, who does not need it either way, this feat is interesting to add for Mo, as it refers to him just punching with full strenght but without a named attack:

Black Ink Strength surged. Raising his remaining hand, Mo blasted his fist at Yang Kai. The punch was quite a distance away from Yang Kai; nevertheless, the force of the punch was enough to cause space to shatter, time to stop, and the universe to collapse.

And it was also not just a note, as YK had to revert the timestop and cancel out Mos punch:

Despite the incoming blow, Yang Kai’s main body did not show the slightest trace of panic; on the contrary, he stepped forward and threw himself in the direction of the blow.
Mo was stunned by the strange turn of events.
Meanwhile, Yang Kai’s main body suddenly unleashed a burst of power that far exceeded his own strength. The force directly penetrated the shackles of Space and caused the stagnant Time to flow again. Then, he punched out at the same time.

So if you do the changes for low 1A, this may be just an interesting ability addition and should not have any conflict with anything otherwise.
