I'd say Mega Man due to his time stop and squeeze bomb. In the beginning Mega Man could stop time and blast him until it runs out of energy, then go from behind during the stopped time and squeeze bomb him . He wouldn't have enough time to take a Star so yeah.

But anyway, being 20 times stronger does not always means instant victory, X can also become invicinble with nova strike, and he can possibility one-shot Mario with absolute zero.

His invincibility doesn't work as Mario has a great ap advantage but as I said hax can get around invincibility
