Manipulating intersection of the Sixth Paths.

Time to bring this up, as Nephtys said, High Priest can manipulate the intersection of the Sixth Paths.
• NT 13 Chapter 3 Part 15
As if switching to a different set of rails, Nephthys and Niang-Niang stood up.
“I will give you one last piece of divine advice,” said the Magic God. “If you intend to defeat the High Priest with brute strength, then you need to carefully work out the process of his destruction. Make no mistake; that is not a simple difference in physical strength.”
“What?”
“He is a special being that rose to the level of a Buddha in a single life when that normally takes being reborn into countless lives. He is someone who left the proper path of destiny and skipped a level on his own. He can freely manipulate the intersection of the Six Paths, so it would be best not to assume the cause, the process, and the effect are lined up neatly in order.”
She said nothing more.
By the time Kamijou Touma finished blinking his eyes, the Magic Gods were already gone.

As you can see above, High Priest can manipulate the intersection of the Sixth Paths. Nephtys saying to Touma that he must be careful about the process of his destruction. And how High Priest can rose up to the level of Buddha by skipped "level", by that meaning, is process. And Nephtys warned Touma again that when fighting High Priest, the cause, effect, and process are not lined up in order.


And this is how Touma speculate how the ability working.

His mouth split open and he spewed toxic-looking black smoke.

Kamijou gulped and felt unpleasant sweat covering his body.

Humans, animals, and devas. It sounded like something from an old story. When people died, they were reborn and might live the next life as some other life form. Kamijou did not know how exactly that explained the current situation. In fact, while the mental strength of mankind was one thing, could anyone – even the occult specialists known as magicians – explain what the soul was? A lot of the magicians he had seen were angrily swearing revenge for someone who had died. Didn’t that meant the magicians had not conquered death and could not sufficiently define or handle the soul?
But what if the High Priest truly was wielding the Six Paths?
The soul was something no one had seen before, but what if he could change its value and rank by switching between the different rails?

Touma speculated that High Priest can control the rank and value of souls, by switching between rails within Sixth Paths. And in Sixth Paths itself, value and rank of souls are decided by their own Karma. Karma in Buddhism (we're talking about High Priest) is a fundamental concept which have a causality system. If a person do a good things, then his soul value and rank will be a good one. As the opposite, when a person do a bad things in his life, his soul's value will be a bad one. Thus affecting their reincarnation/rebirth in the Sixth Paths.

So, High Priest likely can get Soul Manipulation, Conceptual Manipulation, and Causality Manipulation when manipulate the Sixth Paths.
 
No idea how you got concept manipulation in here. Nothing of this mentions concepts or is concept-like.

Anyway, we could add limited causality and soul manip maybe. However, really just very limited. We just factually know absolutely nothing about the practical consequences of those powers (and obviously extrapolating from actual Budhism is a big no no by our standards). So while we could add them, they will, in practice, just be useless.

Can I ask you about IB? As we know, IB can turn back reality as before when Othinus use it. It changed reality based on reference point of the world, or the save point. Can IB get Information manip type 2 and reality warping? Because it can use information from reference point that build the reality of the world.
 
No, that's not how information manip works. Information manip isn't using information it's controlling the information that constructs reality. Index has no sign of even having such an element in its cosmology yet.
Don't think reality warping either. It's all fundamentally part of his ability to undo supernatural powers, so it's covered well by power null. IB reconstructing the universe was ultimately just undoing the supernatural change Othinus did.

Isn't that precisely what makes it limited? After all, it's true what DT said, in combat this ability isn't very useful.

Changing the rank of souls kinda has no known effect, though. (Maybe if reincarnation happened to the soul... although I'm not even sure if Index works with reincarnation)
I would say an ability that does something without any real known consequence (in battle) is fairly limited.
