I am assuming it's equalized speed, or it'd be a complete stomp match. But, Arceus still wins. Greater hax, his multi-universal feats are much more casual. And he exists beyond 3D space-time.

I'm with Mirthful on this one for the same reason. Timestop is a powerful hax that Arceus posesses.

I'm also going with Arceus. He's basically god, has unlimited hax, and can create or destroy the multiverse at will.

If you think about it, the fact Arceus be in 2-C makes it HAX to too be compared to any character that Tier. There is no fair fight with him under these conditions.

Kirby, all those scenes are considered to be horrible PIS by many including this wiki. Simply put, its illogical for a being who created multiple universes to be harmed by simple meteors. The Pokemon anime as a whole is infamous for PIS, with the famous "Pikachu, aim for the horn" being a prime example.
