I'll give it to Bobby via Martial arts expirience and enhanced senses. Makoto is pretty durable but can't give much damage to Bobby directly, and luck of Makoto (as far of my knowledge) didn't appears so oftenly~directly. For example Mondo litteraly one shot him.
So I'll give at this moment my vote for Bobby.
 
As much as I know, no.
But Makoto's also don't tends to kill people so it's technically must be end like this: Bobby hits Naegi's nuts and later they're just will separate from each other or something like "oh, I'm sorry.", if I understand their "in character" right.
 
Bobby has not had the intent to kill anytime in king of the hill except for that one episode where he hits a deer with a car and even then he was deeply disturbed until hank rationalized it but yeah it's more to incap like what happened to hank and even a gang of bullys
 
Well, SBA has them wanting to kill each other, unless they have incap options.

If Bobby doesn't have an incap option, I'll gave my vote to Makoto.
 
Hahaha, true, but only like a minute. Bobby would have to keep kicking Makoto in the balls for... a week or a day, for incap to be a wincon.
