I was looking back over the DB manga when Buu fought the Genki Dama. In Volume 42, Chapter 515, King Kai states, "You're talking not only with Earth, but all of space!" as Vegeta was attempting to convince people to give Goku their energy. Piccolo and Gohan along with the other Z fighters gave their energy. In Chapter 516, Android 17 gave his energy along with some of the other Earthlings once Goku spoke up. Then a bunch of people from around the world contributed when they heard their idol Satan. In Chapter 517, the Namekians and Kai said that they gave their energy as well. The manga also showed King Yemma in Other World stating, "That Genki Dama has our energy in it too!" With all that power, Buu was still pushing back the Genki Dama. They needed the Namekian Dragon to restore Goku's energy.
So, isn't Other World a universe unto itself? Not the entirety of Universe 7, but a universe within a universe. Doesn't Other World carry with it beings like the lower Kai, ogre workforce, and the souls of everyone who ever lived, with few exceptions like those erased from existence? Though reincarnation is a thing, it seems like Universe 7 doesn't have as many populated planets after Buu destroyed them on his rampage. I don't think it's a stretch to assume that Other World is probably more heavily populated than the mortal universe.
If those in Other World gave their ki to provide more power to Goku's Genki Dama, wouldn't that make the manga version of Buu (at least Kid Buu) far more powerful than 4-B, which is solar system level?
