Regen won't help when Magikarp is caught within the Squid's tentacles and torn to pieces. Splash, Tackle, and Flail aren't going to save it from that.

Magikarp has higher strength tho (lol), so he could probably break out of the tentacle grip, and maybe rip out the tentacles too, with flail. He also becomes faster when undewater thanks to swift swim, and faster again thanks to rattled if he gets scared. Since speed augmentation can happen in favor of the faster fighter if speed is equalized, I think that's a huge advantage. Magikarp is also able to heal himself underwater thanks to Gulp.

Magikarp also has higher intelligence (lol x2)

Anyway, this is how I think it would go.

Squid Grabs thanks to superior range.

Magikarp flails free, possible ripping off or wounding some of the suid's tentacles.

Squid shoots out a cloud of ink to run away, but can't since SBA

Magikarp's wounds get better through regen, and he beats up the Squid to death with tackle and superior speed (lol x3). He should kill with this since the quid seems to be baseline.

No, it is very likely getting downgraded, as the current justification for its 9-B ranking is rather dumbfounded. Scratching a sperm whale doesn't make you 9-B.
