Low Complex Multiverse level (As the Guardian of the Sacred Palace he is completely transcendent of Aladdin's Multiverse of countless universes viewing them as fiction and being "omnipotent" over them)
As the guardian of the Sacred palace, Ugo doesn't view the multiverse as fiction. He is only ominipotent to the world he created, he said this twice. Aladdin world is a single universe in a Dimension not a multiverse. The Sacred palace can't handle any black rukh which is what the remaining dimensions are made off. Anything that uses multiverse on his profile would be changed to universe.
New justification
Low Complex Multiverse level (As the Guardian of the the Sacred palace, he exists one level above creation, viewing them as fiction and being ominipotent over them.
