Maero's fight with The Boss

Hey, Saints Row fans. I've been thinking about Maero's combat and reaction speed. About it being supersonic+, can we say 'likely' since Tornado sprint needs to be rank 26 and we have no idea whether or not the Boss actually have unlocked that upgrade with that rank?

I mean, did any of you guys finished through only the story missions and necessary side missions until the Maero mission was the next and one of you guys got to rank 26?

I got every upgrade whenever possible before progressing through the story, by the time i had actually started the missions i was level 30 something i believe.
