1 big factor comes down to what I believe is a part of verse equalization. Typically on this site, Pokemon's typing still applies for them, usually coming with weaknesses, immunities & resistances of that typing.

It probably influences their offensive capabilities too; A Fire-type Pokemon can probably use Fire-type moves better than a Pokemon that isn't Fire-type. Same would go for Electric, Rock, etc. Hence STAB (Same Type Attack Bonus) probably makes some sense; A Pokemon probably has increased effectiveness using moves of the same type as itself.

While non-Pokemon typically don't get given types, it's still possible for what they do to the Pokemon to be influenced by the Pokemon's types.

Anyway, the big question comes down to: What type are Yusuke's ki attacks?

Lugia is Psychic/Flying type. If they're Psychic-type to Lugia, it takes halved damage from them, since Lugia's own Psychic-type resists them. If they're Ghost or Dark type, it takes double damage due to Psychic type's weakness to Ghost, & if they're Fighting-type, their damage is effectively quartered, since both of Lugia's types resist it.

Sorry to say, but I think Fighting-type has the most precedent behind it.

Most Ghost-type moves have Shadow involved with them, given their name, even in Japanese & even for several exclusive moves. Most Dark-type moves are based on dirty tactics (Foul Play, Biting your opponent, throwing things, attacking a fleeing opponent.) & only Dark Pulse , with its Japanese name translating to "Evil Pulse" & its description making it seem similar to Yusuke's ki attacks & only his demon energy using ones at that, I'd say. Psychic-type moves tend to involve the powers of the mind & telekinesis & whatnot. Yusuke honed himself through rigorous training, much of it physical, which is definitely like a Fighting-type, & the biggest aura users in Pokemon are Lucario & its pre-evolution Riolu . Also, one of the moves that comes closest to involving ki is also a Fighting-type move .

Yusuke's Spirit Gun makes use of ki, so it seems like it'd be just such a type of move. And with his specialty being close combat, it may also be possible Lugia would have the same resistances to his close-up attacks.

Then we have the problem of him GETTING close-up. Lugia is very obviously a flying opponent, & a capable one at that. It has a variety of ranged offenses & agile as Yusuke may be & effective with his ranged attacks, it's much harder to hit an opponent that can fly when you're stucking jumping & on the ground.

Also:

Diamond It sleeps in a deep-sea trench. If it flaps its wings, it is said to cause a 40-day storm.
Pearl
Platinum
Ruby Lugia's wings pack devastating power - a light fluttering of its wings can blow apart regular houses. As a result, this Pokémon chooses to live out of sight deep under the sea.
Sapphire

If it flies up high & starts creating such powerful winds, just approaching it with mere agility from the ground could be difficult.

Lugia's abilities also give Yusuke some trouble. Multiscale halves the damage it takes from attacks that hit it while at full HP.... So not too relevant. But Pressure is more relevant. Quoting our own page:

Pressure: Lugia exerts a pressure on the opponent which makes them expend twice as energy tiring them out twice as quickly.

With Calm Mind, it can increase its "Special Attack" & "Special Defense". Effectively, its AP & durability for non-physical moves.

And with Extrasensory or its other psychic abilities, it could possibly use telekinetic abilities on Yusuke, to hold him in place.

Aeroblast, Ancientpower, Extrasensory, Hydro Pump; Lugia has a myriad of ways of assaulting him from afar.

And while Yusuke's strength does increase with his emotions, Lugia also has Punishment a physical attack which goes up in power the more the target's stats have increased.

His Regenerationn will help him, but it's Mid-Low & he's a grounded opponent fighting a flying opponent that can summon 40 day storms, use telekinesis, amp its non-physical offenses & defenses, makes him use twice as much stamina as normal, fly, & likely resists his ranged & close combat offenses.

The sheer mobility advantage offered by Flight, winds opposing him.... I think he would have difficulty approaching Lugia, letting alone hitting it.

And if this fight goes on long, then it's an at least partial human fighting a beast that summons such storms & often lives underwater, in a storm, for multiple days. If Yusuke doesn't have something protecting his health, there's a small risk he might be suspect to catching some disease. "Don't stand in the rain, you'll catch a cold" and all that.

Not to mention in such time, Lugia might just have buffed its non-physical/"Special" offenses & defenses with Calm Mind a fair few times, meaning Yusuke would likely fall behind in damage output.

I vote Lugia, Medium Difficulty. The bad weather is the least of Yusuke's problems on the ground. Lugia's typing & ability to fly out of range means Yusuke has trouble dealing damage or hitting it, stat amping makes it tough to keep up in a "damage race", it has a considerable variety of ranged attacks, & Punishment helps counter Yusuke's own stats going up. Even if Yusuke has Mid-Low Regenerationn & Lugia can't use Recover, Pressure would mean Yusuke's spending double stamina the whole fight.

Ugh. I hate to say it, because I love both of these characters, but Lugia. Yusuke doesn't have the means to keep up with a flying opponent who can heal and spam moves from up in the air, coupled with mind hax and ki being a quarter damage (we consider ki fighting type due to the existence of Lucario)
