It is based on thought but it also does so through a casual movement, like when joker transmute Steel into a piece of metal.

Lucifer doesn't have many impressive powers. If Joker is more powerful than him in the conventional sense, Lucifer's powers won't work either since smiting requires the user to be far more powerful than the target. Lucifer will have to be more powerful to even have any real chance of winning this.
