low 2-C question

does one in order to qualify for low 2-C have to destroy/create space time at the same time or can space time be shown to be destroyed/created seperatly to qualify low 2-C? To put this question in simpler terms lets say Character A is low 2-C because he destroyed the space time continum of a Universe in a single event. Now lets say that Character B Destroyed all the matter within a universe and not the time of said universe, but in a seprate feat destroyed all of time and started it all over again but did not destroy the matter. Would Character B qualify for Low 2-C?
 
I don't think you can.

Time is 4D on an axis. It contaisn infinite 3D axes

I suppose that to do so would make you Low 2-C or wouldbe an unquantifiable hax
