Why some characters doesn't have Resistance to Atomic Manipulation nor Atomic Manipulation?

Majin Buu's regen is Mid-High which can be bypassed by atomizing it just like Goku's Spirit Bomb did. Doesn't that make the Spirit Bomb a kind of atomic hax?

Vegeta and Frieza tanked the SB, so they should have resistance to atomic manipulation if it's the case for the Spirit Bomb and Buu.

But the SB vaporized Buu till the last drop of it and he can regenerate from steam. If it isn't hax it can be Atomic Manipulation via Spirit Bomb i think.
