Not really, Shoutmon X7 was able to overcome the power of Lilithmon even with X7 still only nearing the level of RK (It has the power comparable to one, but not yet prepared enough).

Oh yeah, Lilithmon is the hax one, not the AP one. Although, then again it was Xros Wars who are known for making normally top tier Digimon weaker.
