a character can create life, and he can also create life to beings that already were dead, which means that they kinda revive, is it life manip and ressurection or just life manip?

It’s definitely life manipulation.
Giving life to the dead is necromancy if they return different from when they were alive, resurrection of they’re returned to normal.

yes they return to the normal, 100% as they were before dying
so, its just life manipulation or it also is life manipulation with some short of enough requisit to ressurection?

It’s both life manipulation and resurrection.

Resurrect people is a subpower of Life Manipulation; it's only necromancy if it's involve using "dark arts" and it brings the deceased as undead (tha nuff say, is the opposite of bringing back life).
