Denji can regenerate as long as he still has blood to regen from so I doubt he doesn't at least get a hit in.

He definitely gets a few hits in but being completely frozen wouldn't allow him to regenerate I believe, since it's blood based and his blood would be frozen

Not really imo, Dio is stronger than literally anyone he fights in Part 1, Denji is an underdog pretty often and is forced to be creative and clever way more than Dio ever is. Not that it matters

Unless Denji has prior knowledge of Dio's flash freezing so he can set himself on fire like in the puppet/darkness devil fight(sadly Dio has much greater LS so no heave-hoing him into the flames, in fact using his chains would easily backfire into a puny god vs Hulk situation), he's getting clapped by dio.

While his training with Kishibe would let him land a few hits, Dio only has to land one flash freeze to win, while without the help of hamon Denji is fighting a pretty potent regenerator who can survive bisection and in theory just fuse his head back into his body even if his head is chopped off.

In terms of skill i don't know how they would compare to each other. Denji has been a Devil hunter for less than Dio has been actively vampiring in Part 1, but Dio is hella strong, so he could just overpower most people in his way, while Denji was an underdog for most of his run and his training with Kishibe (who's the 2nd best Devil hunter at H2H and the longest surviving 100% human devil hunter) taught him how to be unpredictable and kill someone superior to him in all ways.

(If we used Pochita controlling chainsawman he's been fighting Devils since who knows how many centuries or maybe millenias while being exposed to their hax, has pretty quick thinking like when he yeeted his heart back to earth before he got too far in space, and in a depowered form took out 6 devil hybrids as strong as him coming at once and then proceeded to trade killing blows with Quanxi, who's been alive since ancient china as a devil hunter and is the 1st place in H2H who Kishibe described as ''If all humans on earth decided to throw hands agaisnt each other at the same time she would definitely be the winner'')
