It doesn't necessarily mean that he can curse an object, it's just for showmanship. The actual curse transfers the luck directly out of the victim's body.
I don't think Lazlo has any ways out getting out of the Ghost Realm, which is dimensional BFR. And I don't think he'd be able to stop Scratch from rewinding the fight.
I... do not know.

Oh wait, after I posted my response, I noticed that Lazlo had time cards by his side. That can mitigate this particular portion of the battle.

It does look like BFR is Scratch's biggest wincon then.

I can wholeheartedly agree with that. Unless if Lazlo's sealing can be figured out, it looks like Scratch takes the cake here.
