She is a glass canon and Gaara's AP is enough to one shot her with a casual attack.
Her AP is that high only when she uses all of the World's water which isn't an instant feat,it is noted that she did that overnight.

Pretty sure Lapis is faster and she can literally easily find a water source even if she didn't have any with her speed.
