Well there's no rule against it and I just finished doing it because I got curious
Assuming that the howitzer in question is an M795 (the one the US Army's eyeing to be its new standard) and Nagant's bullets are made of epoxy putty, then...

Momentum = Mass x Speed
Mass = 46.7 kg
Speed = 1828.8 m/s
Momentum = 85404.96 kg*m/s

Speed = Momentum / Mass
Momentum = 85404.96 kg*m/s
Mass = 4 g
Speed = 21351240 m/s (~Mach 62744) or MHS+ Sub-Relativistic+

Also I'm being half serious that we do kinda need someone who actually knows what they're doing to evaluate what you're suggesting. I mean it's not new, there are 2 other posts suggesting the same thing, but the dude who first suggested this hasn't posted his calc or whatever for an evaluation yet and it's been a few months
