Lacking a Mind always will be ''Mindless'' in inteligence?

How would that even work? Unless they're a robot in which an argument can be made, the moment a living creature thinks, they showcase a mind.

They lack a mind but still can make actions and similar things because their existance absorbed information
 
Lacking a mind means you are mindless. But I think you might've confused "mind" and "brain". Something can lack a brain but still be intelligent for many different reasons.
 
Brain and Mind are two different things; one is just a body organ in your skull wired to all your body parts so you can control your body, while the mind isn't physical but an abstract object where thoughts, tactics, ect are stored. A character could be mindless in a sense that mind manipulation has 0 effect on them, but said character can still be an intelligent fighter; such as the case with Doomsday. It doesn't make too much sense, but cases do exist. A character could be rated as, "Mindless with Gifted level combat strategic skills".
