All Might is literally weaker than Konan. He's High 7-A, she's High 7-A+, her Durability only matters if he can hit her which is damn near impossible for him to do since even Obito basically had to pull the ultimate sneak attack on her by literally rewriting his own Death and Teleporting behind her to immediately stab her and even then, I'm pretty sure that only worked because she was exhausted and damn near out of Chakra.

Speed is equalized. And nope star and stripes negs her. Seeing how her attacks are made of paper both overhaul and Tomura negate her attacks and Tomuras decay is approximately 5 km so yeah he does beat her in a speed equalized match.
Konan has explosion manipulation
Is literally useless because star and stripes has EE upto 100 meters around her, plus „Her Quirk can shut down a person's heart, or can suffocate them by erasing the air“ and she also ignores durability with her Island level missiles so nope. Explosion isn’t saving her from getting beat. Plus Tomuras durability and regeneration is a problem for her. And overhaul literally does what she does but better.
