So the reasoning for this is because of the fact that Freyja claims that Kiran, The Player, can create a dream world that last forever, something that herself and her brother could not do. The whole thing is very abstract, so I'm putting this toward more knowledgeable people.

The thing about the Dream world is that it's implied within the dream world, literally anyone can create their own dream world.

Yeah, I'm unsure about everyone being physically Tier 2 physically outside their dream worlds.
