Every dead person in DBZ goes through him and neither of them would willingly go to Hell. Either he is that strong or the thing he use on Raditz is Hax. Anyway, even with Hax he would need the AP to overpower all of them.

No, this is wank. King Yemma was showed to overpower Raditz and the guidebooks states that he is stronger than him but weaker than King Kai, his hammer sent Frieza, Cell and etc. to their own hell, but they vastly stronger than him.

If a characters stronger than Golden Frieza is sent to hell by Yemma, doesn't mean that he is stronger than the latter.

That attack works and ignores conventional durability only on deceased characters, it only sent them to the their own hell without inflicting any kind of damage.
