That didn't happen in the manga.
It was said in Dragon Ball Z: Bardock - The Father of Goku that is non-canon.

Maybe, but I’m pretty sure we need at least 2 pieces of staff approval. Also, wouldn’t he scale above goku in the Saiyan saga due to his higher power level?

Mostly due to power level scaling. 10000 to 8000. Not proud of that style of scaling, but it’s still usable
