No it wouldn't be bad but unfortunately the sacred treasures dealt with him already before he could re-emerge again heh. Although I don't know what being a well known character in MUGEN has anything to do with it but yeah along with other bosses like Rugal, Igniz and Zero they have a lot of edits lol. Also I don't know what Geese being in the roster has anything to do with the deceased characters since he is not deceased, he just came back to KOF after a long period of time since 96. Ash has pretty much returned due to time paradox caused by Verse who has Orochi, Saiki and other entities in him. It might be possible for them to return, it was hinted that maybe Jeff Bogard was brought back in team China's ending but unlikely. We'll see.

Uh, they've made several dream matches including their UM versions. You have 98/98 UM after the Orochi Saga and 2002/2002 UM after the NESTS saga and they both featured Omega Rugal as a boss (98/UM featuring Normal Rugal). But we know he's dead since 95 until Verse came in KOF 14 which seemingly revived many souls just to be a part of him. It turns out however that Ash has been brought back as well. We'll see what happen in this saga as the series progresses.

There was no 3rd saga dream match after the Ash saga for many reasons. One of them was them bankrupcy and being bought out by a Chinese company so SNK is no longer Japanese owned. This is why the main team is Team China now.
