if its Evil Delsin that we are using here then its in character for him to go for the kill.

so he either gonna use a neon headshot to atomize kenshiro,go with video invisibility for a sneak attack or use a orbital drop.

but im think im will go with kenshiro because of precog and musou tensei

actually smoke and concrete are completely useless in this figth.

Neon is really good because he can atomize kenshiro with neon blade slashes and headshots

Video is pretty useful here because he can go invisible,summon Demons to help him out and atomize him.
