How do Boa Hancock and Doflamingo possess Color of Observation? On the One Piece Wiki, their not listed to have it.

Kenbunshoku Haki question and users

Boa Hancock has shown no haki feats, but she was stated to possess all 3 types of haki. Can't say if her CoO ability has been enhanced at all since we never really see any feats with it.
Doflamingo has CoO but him being stated to have precognition is very questionable. He has easily shown that he has at least a basic level of CoO (being able to have 360 degree vision/detection for an unknown radius) due to him stopping quite a few blind-spot attacks from Law and Sanji without needing to analyze the attacks.
There should be a discussion about how we list haki users: whether they specialize in Armament, Observation, or balance both types. Doflamingo specializes in Armament as shown with his armament haki easily breaking Luffy's defenses on a few occasions. He has not shown any pre-cognition, however.

When Rayleigh explained the power of haki, Luffy has a flash-back to some of the users he remembers using the power. An example of a CoO specialist would be Enel, who can utilize both Pre-cognitive and a vast range of Clairvoyance (spanning at least several kilometers in radius given the size of Skypeia). Marigold utilized CoA, but unlike Sandersonia, she could not predict Luffy's attacks and could only make an attempt to block Jet Bazooka, since Luffy took a moment to wind up the attack before charging. Sandersona was a CoO specialist while Marigold was a CoA specialist.

- Basic attribute: grants its user a coating of invisible armor, increasing defensive power towards attacks.
- Hardening (Koka): The user focuses their CoA into hardening various parts (even the entirety) of the body. The density varies depending on the user's mastery of this ability, from what we've seen so far.
- There are likely other abilities in this category that we've yet to see until later on... Luffy utilized the vulcanization in a manner that allowed him to maintain his rubbery paramecia form, stated by Doflamingo to be harmonizing both Haki and the DF powers (it is possible Aokiji did this against WB unless he simply moved his body away from the blade using his Logia power, but that's speculation)
- Clairvoyance: Grants the user the ability to detect the aura of life-forms--and even non-living materials (Zoro vs Mr. 1)--within an x radius (dependent on the mastery of this haki-form). Fujitora is likely the most impressive we've seen thus far in terms of this ability.
- Pre-cognition: Grants the user the ability to predict the attack pattern of an opponent (Enel, Sandersonia, Luffy post time-skip) as well as see into the near future to detect any damage that would be sustained if they were to continue in their attack (Luffy vs Mihawk during the war)
- There are likely other abilities we have yet to see.
